Rental Assistance Demonstration (RAD)

is a U.S. Department of Housing and Urban Development (HUD) Program for the conversion of public housing units to either Project-Based Vouchers (PBV) or Project-Based Rental Assistance (PBRA).

Program Information

Just the facts

  • The goal of RAD is to convert up to 60,000 public housing and Section 8 Mod Rehab rental housing units to long-term, project-based Section 8 rental assistance contracts.
  • RAD may allow projects funded under the Rent Supplement, Rental Assistance Payment, and Moderate Rehabilitation programs to convert tenant protection vouchers to PBVs, upon contract expiration.
  • Projects converting to PBV will be administered by the PHA or the agency to whose Annual Contribution Contract (ACC) the vouchers are assigned.
  • Projects converting to PBRA will be administered by HUD.
  • PHA must replace 95% of all units at project conversion delivery.
  • Current residents are protected.
  • Two public meetings must be held for residents before application submittal.

  • Participation by PHAs is voluntary.
  • Application period ends September 30, 2015.

LHC Resources

  • The LHC will establish a list of Development Teams to assist PHAs in RAD Conversion. PHAs may participate in any LHC program without the use of the LHC approved development teams.
  • The LHC will make available LHC resources for financing (9% LIHTC, 4% LIHTC, HOME, etc.)
  • The LHC will dedicate staff to facilitate and support PHAs through RAD application and conversion.
