In January of 2010 Louisiana Housing Finance Agency (LHFA) procured Post Architects and EOA Architects for design services for a minimum of 68 new apartment units and a community center. The project includes three separate sites, each with existing apartment buildings that will be torn down by LHFA. The first two sites are located between South 16th Street and South 17th Street near North Avenue. The third site is located between Eddie Robinson Sr. Drive and Iberville Street at Oleander
Street.
As part of the owner/design team process for establishing the program for the community center and apartments, community meetings were held to obtain feedback from neighbors and interested citizens. The community meetings were advertised in advance by LHFA. The meetings took place at the McKinley High School Alumni Center auditorium on February 11th and 12th from 6-8 p.m.
Upon arrival at the meeting each attendee was given four blue dots and five orange dots which were used to cast a vote for various programmatic, service, and activity elements of the project. They were also given a note card and post-it notes as alternative methods of casting a vote for something that was not presented as an option on the presentation boards.
EOA/Post opened the meetings with introductions of the design/ownership team, and presented the project site location(s). The program was described as a minimum of 68 residential apartment units and a community center building.
